Taliban has gained power since US began to withdraw from Afghanistan. Naturally, it makes all neighboring countries to anxious due to potential violent spillover. On the hence side, US military considers to maintain some military bases in South and Central Asia to control those actions but makes Russia anxious since these military bases construe new ties within its buffer zone, Central Asia.

Russia proposed US to exchange intel where as to be organized from Russian military bases in Tajikistan and Kyrgyzstan. It intends to block US to gain influence in Central Asia. By doing so, Russia intends to overview the US actions in the region whereas would increase the efficiency of operation on Taliban.
 
Russia has offered the very same in Syria in march 2020 when Turkey intended to control the northern Syria. Turkey had agreed at that time to do the joint control of the border. This gave two important outcome to Russia. First, Russia was in a position to view the Turkish military movements in the region. Thus, resulted many casualties due to Russia-backed militias so far. Second, it cost Turkey not to increase its influence in depth of Syria effectively while protected Syria losing the control of northern part of the country.
 

If Turkey wants to increase influence in northern Syria while securing the illicit business along Turkish-Syrian business, Turkey should terminate the joint-patrol activity with Russian military.
