There was a meeting in the beginning of October between Turkish President Erdogan and Russian President Putin. The relation has ups and downs in the history. At this moment, there both ups and downs.

Russia is always concerned with Turkey’s sovereignty to allow Russian maritime vessels to access to Black Sea. For Russia, it is vital logistical role in Syrian operations and interestingly Russian interest collide with Turkish interests.
 
Russia is very much concerned with Turkey’s presence in South Caucasus and Central Asia. Russia sees this area as backyard and is not happy to share it. Meanwhile Turkey has close ties with the Turkic nations in the region.
 
Russia wants to control the oil fields in Libya. This would strengthen Russian control of energy supply to EU which will cause disruptions between UE and US relations. For Turkey, the issue is always about expanding influence and reducing the energy cost to develop its economy.
 
Turkey is getting the S400 Russian air defense system, Akkuyu nuclear facility is under construction and Russia is helping Turkey to acquire so, Russia is buying food from Turkey and Russian tourists contribute to Turkish economy. All of which are nice but not actions deepening the ties.
 
So, what really happens is that both president sign bilateral deals but they will not honor it since their differences in Libya, Syria and Causacas are great. National security is more important than anything else.
 
This relation will continue to moment where Turkey develops its own military industry where it does not need Russian military equipment. Then, the relations will change again.
